Beginning in 2003 in an effort to better serve our membership USA Cycling (USAC) began cultivating relationships with established Local Associations (PCA) and working with local groups to create new associations.

USAC recognizes that the PCA is in the best position to know what works for their area and by supporting and reinvesting monies in those associations we hope to grow the sport at all levels. The PCA is made up of passionate members and volunteers who are the hands on representatives that drive grassroots road, track and cyclocross racing across the United States. USA Cycling reinvests membership funds into each Local Association so that money from members in each area is used to support racing programs where they live and race.

The program allows the PCA to decide where to reinvest their financial allocation from USAC. They establish priorities to best meet the needs of their members.

Purpose

The purpose of the Pennsylvania Cycling Association (PCA) is to enhance the bicycle racing environment in Pennsylvania.The PCA hopes to achieve this goal through the following:

  • Maintain a season long road points series (BAR) encompassing riders of different classes and categories.
  • Develop and distribute a PCA calendar that minimizes conflicting dates and events.
  • Promote PCA championship events.
  • Develop a better line of communication between clubs and the U.S. governing entities.
  • Standardize various forms and procedures to simplify running races.
  • Arrange for collective purchasing opportunities to save promoters money.
  • Acquire and share race-related equipment.
  • Annual Governance Meeting to be held in November or December.

The PCA is open to any club or promoter who competes or promotes races in Pennsylvania. As the PCA is the Local Association representing USA Cycling for the state, all USAC clubs are encouraged to join.
