2013 PCA Governance Meeting Set For Feb. 9th

December 5, 2012

Every year team representatives, promoters, and officials gather in Lancaster for the annual governance meeting. This meeting is important to all USAC licensed riders as the PCA membership sets the direction for the new racing season and beyond. Clubs who are registered for the 2013 PA BAR can review and vote on proposals to enhance the road, track and cross series in addition to discussing USAC rule changes, solidify the race calendar and much more. If you want to submit a proposal to enhance the way the PCA is governed please email David Mitchell (pacycling@gmail.com) for a proposal submission form. If you are contacting a team official to register for the 2013 PA BAR please remind them to make plans to attend this most important meeting.

The meeting will take place from 12 PM to 4 PM on Saturday February 9^th. More details to come.

2013 PA BAR Registration Drive Is On!

It’s never too early to have your team/club sign up for the 2013 PA Road BAR season. The BikeReg page for the 2013 PA BAR Registration is up at https://www.bikereg.com/Net/17731. No price hikes for 2013. Team registration is $50 and collegiate squads can sign on for $25. In the spirit of giving thanks the PCA extends their thanks to all of the riders and teams that contested the 2012 PA Road BAR series. Special thanks to Ellen Dorsey and her great group of officials and to all the promoters who put on events worthy of PA BAR status. Thanks!

PA Promoters Meeting This Friday (12/7)

Every year the PCA board hosts a promoters meeting near the end of the year to meet with the great group of people who put on races in PA/WV to ensure the continued growth of cycling and to provide resources, information, and recommendations so that the PCA race calendar remains full of top quality events. This year’s meeting will be held at the Morgantown Holiday Inn (exit 298 on the PA Turnpike) on Friday December 7^th from 7 PM to 9:30 PM. The address of the Holiday Inn is:

Road & Cross License Upgrade Changes for 2013

December 5, 2012

Beginning in 2013, USA Cycling will enact the following changes as it relates to upgrades to road and cyclocross licenses.

Cyclocross upgrades

The Cyclocross upgrade section was rewritten to more closely match the road. There are two ways to upgrade, voluntary and mandatory. The number of points is now given for each of the mandatory upgrades. Please note that junior women are exempt from a mandatory upgrade to Category 2

Cyclocross riders must upgrade from Category 4 to Category 3 after either competing in 10 qualifying races or accruing 10 points.

Category 3 riders may upgrade to Category 2 with 10 points. Amassing 15 points or two wins in a field of at least 30 competitors is a mandatory upgrade.

Category 2 riders may upgrade to Category 1 voluntarily with 20 points. Category 2 riders receive a mandatory upgrade after amassing either 25 points or two wins in a field of at least 40 competitors.

Road Upgrades

The 12-month window for accruing points for road upgrades has been removed for all categories. This rule goes into effect in 2013, so 2012 points will roll forward into 2013. However, this will not be used retroactively to years prior to 2012. Juniors are no longer forced to upgrade to either Category 2 or Category 1, even if they have accrued the mandatory upgrade points. They may upgrade if they choose, but such an upgrade will not be forced.

There are four ways a rider can upgrade from Category 4 to Category 3. A rider can accumulate 20 points, compete in 25 qualifying races with at least 10 top-10 finishes in fields of at least 30 riders or 20 pack finishes in fields of at least 50 riders. The fourth way a rider can upgrade would be to amass 30 points in a 12-month period for a mandatory upgrade.

For Category 3 to 2 road upgrades, riders must accrue 30 points instead of 25. 40 points in a 12-month period is still a mandatory upgrade.

For Category 2 to 1 road upgrades, riders may upgrade once they have accrued 35 points. 50 points in a 12 month period is a mandatory upgrade. Note that only 10 points from training series or masters’ races may be used for upgrading.

2012 PCA Awards Banquet

The 2012 PCA Awards Banquet will be held on Saturday January 12^th at the Bear Creek Resort (http://www.bcmountainresort.com/) in Macungie. Registration for the banquet is available online at https://www.bikereg.com/Net/17587. Over the next few weeks banquet information will be added to the PCA web site (www.pacycling.org) and in progress with one of the PCA affinity partners. In addition behind the scenes I am focusing on awards, jerseys and other goodies. Ideas and suggestions are welcome. I hope many of you can make this festive event.
